Russia's Arctic Facade: current state, challenges of uneven development and priority public policy measures

The relevance of the study is due to special geostrategic significance for Russia its Arctic facade - coastal Arctic. aim strengthen Russia's sovereignty over spaces through neutralizing challenges over-uneven development municipalities included in facade. information base research was data municipal statistics, and main methods were systemic structural approach, comparative, cartographic analysis, analysis extreme cases economic intermunicipal gaps. results research: we determined composition Russian facade; made assessment location façade Federation; degree specialization each eight regions provision "services" façade; revealed major paradoxes internal between gigantic size concentration industrial agricultural activity one or two regions, dichotomy rotational areas poles resource growth traditional old-timers indigenous minorities; thousandfold contrasts level investment leaders (Norilsk area, Purovsky, Tazovsky, Nadym districts) outsiders (Chukotka, Allaikhovsky, Mezensky districts); within city districts, according key indicators statistics "corporate city" Norilsk territory defense Novaya Zemlya; organizational, financial, institutional informational measures proposed smooth out differences territories façade: cross-subsidization from leading outsider territories, improving administrative-territorial division, turning into a eastern Arctic, creating trans-Arctic charter flight Murmansk -Anadyr sites exchange best practices
